What We Do

C.V. Associates NY; PE, LS, P.C. (CVA) was started in 1995 with the intention of providing consulting engineering services. Its main office is located in Harriman, NY (with branches in Manhattan, NY; Macedon, NY; Mahwah, NJ; and Pittsburgh, PA). It has now grown from a staff of 2 licensed Professionals at the time of incorporation to more than 51 Engineers, Surveyors and Technicians. CVA is a certified MBE and DBE firm, and its objective is to deliver a Quality, Timely and Value Product.

Services include construction inspection, maintenance inspection, surveying, environmental studies, bridge design and highway design.

In the past 21 years, CVA has successfully completed or is completing more than 285 contracts for several agencies like NYSDOT, NYSTA, NJDOT, NYCDOT, NYCDDC, NYSOGS, NYSEFC, Rockland County Highway Dept., Port Authority of NY& NJ, Army Corp of Engineers and many towns and municipalities.

MAINTENANCE INSPECTIONS

CVA, a M/DBE firm, established in 1995 to provide professional engineering services, has grown to 51 engineers, construction inspectors, surveyors and technicians. CVA has emerged as a leader in maintenance
inspection by performing concurrent, multiple contracts within a single 2- year cycle. CVA has proven to maintain accurate and timely submissions of reports while adhering to the agency’s specific needs. CVA’s

Experience includes:

  • 65 Biennial Bridge / Large Culvert / Overhead Sign Inspection Contracts in total, conducting +20,000 routine maintenance inspection of bridges, large culverts, overhead signs, high mast lights and long span bridges in the past 16 years for NYSDOT, NYSTA, NJDOT, NYCDOT, Army Corp of Engineers and PANY & NJ.
  • In-depth inspections of large truss bridges – Queensboro Bridge, Southbound Taconic State Parkway over Croton Reservoir and Robert Moses Causeway in Long Island.
  • Our Team Leaders have taken the FHWA-NHI 130055 Safety Inspection of In-Service Bridges Course where NBE elements were discussed, and are working on NYSDOT projects where NBE inspections was done on some bridges using BDIS.

CONSTRUCTION INSPECTION

C. V. Associates is a consulting engineering and land surveying firm of +53 Engineers, Surveyors and Technicians. Established in 1995, the firm provides construction inspections, new and rehabilitation, designs, inspection and analysis, maintenance inspections. In the past 18 years, CVA has worked on several construction inspection agreements, both as a Prime and Subconsultant and is ready to meet the scheduling challenges of any agreement with its large pool of in-house construction inspectors. CVA has completed / is completing the construction supervision for the rehabilitation/ replacement of over 120 bridges and over 100 miles of highway paving with associated drainage work in the last 18 years.

On all of our projects, CVA works pro-actively to manage the project effectively, anticipate problems arising in the field and coming up with appropriate solutions for those situations. CVA has a successful track record in mobilizing multiple inspection crews at multiple construction sites simultaneously. This is evidenced by our various projects for Construction Inspection Services by various public agencies. Because of our quick response and our effective management of such projects, we have been awarded consecutive CIS projects.

SURVEYING & HIGHWAY DESIGN

CVA has a full-service Land Surveying Division staffed by professionals with a wide variety of experience to handle any type of survey project. It is a diversified, hi-tech branch providing surveying services to both residential and commercial projects. Services include:

CVA owns and maintains the latest technologically advanced survey equipment and software to maintain our competitive edge in the survey market place. We utilize state of the art Leica surveying equipment (electronic total stations, data-collection and GPS); our mapping is done in AutoCAD version 14. We also incorporate Micro station, ArcGIS, and Carlson Software, which allows us to convert AutoCAD v.14 drawings into earlier versions and vice versa, making it easier for us to deliver data to our clients in a format that works for them. Our Senior Surveyor performs all survey calculations and personally oversees all field work and mapping.

GEOTECHNICAL INVESTIGATION

CVA has worked on projects involving boring inspections, in-depth inspections, seismic analysis and design, preparation of design reports and development of design alternatives, M&PT plans, Phases I thru VI designs including PS & E, etc. for NYSDOT, NYCDOT and NYCDEP. Our Engineers have extensive experience with different projects, both in Metric and English units. They have educational qualifications and background at the doctoral / graduate level, with a good knowledge of present day analysis, and standard codes (NYSDOT, AASHTO etc.).

CVA is currently participating as a subconsultant to Parsons Brinckerhoff on NYSDOT Contracts D031006 and D031100 by providing support for the Design Oversight and Design Quality Assurance effort on a number  of Design-Build Projects, including but not limited to:  Kendrick Road Bridge Replacement (Region 4), I-190 & NY 265 over the New York Power Authority Reservoir Superstructure Replacements (Region 5), Route 427 over the Chemung River Bridge Replacement (Region 6) and the I-390 Interchange Improvements Project (Region 4). Additional relevant NYSDOT project experience includes:

NYSDOT, Highway Design & Bridge Replacement, Phases I-VI, Rte 9W, Contract D010118: This is a State aided Preliminary and Final design project, which included design Phases I thru VI for Replacement of 7 Bridges on Route 9W between Angola Road to Newburgh City Line, in Town of New Windsor and Cornwall, NY. Of the 7 bridges within an 8 km long reconstruction project along the US 9W corridor, CVA’s involvement in this project included Replacement design of the Angola Road, Blooming Grove Turnpike and Willow Avenue Bridges over Route 9 W, and in-depth inspections of all seven bridges

Experience of the Firm:

As Subconsultants, we have worked on:

  • D007415In-depth Inspection of Robert Moses Causeway, Region 10 – CVA as Sub provided one complete team for the in-depth inspections as part of the rehabilitation design project of the causeway. (Fee $85,000). Completed our portion for NYSDOT in June 2006.
  • D010118 S1 Structural Assessment of Route 9W Bridge over Quassaick Creek. CVA analyzed this 600′ long, 4 lane wide bridge in deciding rehabilitation or replacement (construction value $6.5million). It involved evaluation of all piers and their footings with respect to regular loading, seismic loading as well as hydraulic vulnerability including scour counter measures. Completed for NYSDOT in 1998. (Fee +$40,000).
  • D012554 Transportation Corridor Study, Town of Rockland, Sullivan County, Region 9, NYSDOT. As a Sub., CVA completed hydraulic studies and structural assessment/evaluation of condition of one 100 year old truss bridge. Completed in 2001 (Fee $75,000).
  • New Bridge Design – CVA as Prime designed an innovative new + 230′ long bridge with 2 lanes on the Hudson River shore at Exchange Place, NJ for a private builder. Completed in 1998 (Fee + $60,000).
  • Land Surveying – CVA as Sub provided Site Survey for the verifications of curbs at a Parking Garage in Castle Point, Dutchess County, NY for a Contractor. Completed in 2004 (Fee $3,000).
  • Construction Support Services – Rehabilitation of Queensboro Bridge, Miscellaneous Components, Boroughs of Manhattan and Queens, for NYCDOT. CVA as Sub conducted detailed inspection and on-site field testing of all materials and items of construction work, field measurement and collection of data necessary to submit monthly and final estimates and progress reports; preparation of record plans showing all changes from the contract plans. Completed in 2004. (Fee $ 66,000).
  • Construction Support Services – Special Inspection of Williamsburg Bridge NYCDOT. As a part of CSS of Reconstruction of DMT Structure and North roadway replacement, project involved Biennial Inspection of new subway structure, monitoring of existing flags and conditions rated less than 3, load rating for any new or additional deterioration etc. Completed in 2001 (Fee $316,000).
  • NYCDOT, Geotechnical Engineering for Replacement of Ridge Boulevard and 3rd Bridges over Shore Road Drive, Brooklyn, NY – Work involved boring inspections and preparation of boring logs and foundation report for the replacement of the two bridges. Completed 2000 (Fee $52,000).
  • + 34 building design projects involving rehabilitation design, structural and geotechnical work.

C. V. Shashikumar, PE, brings more than twenty years of experience in position of increasing technical and managerial responsibility in bridge designs, bridge inspections and geotechnical designs in more than 50 different projects. As a Design / Geotechnical Engineer with other engineering firms, he was involved in the rehabilitation / replacement designs of bridge projects, which also included study of construction stages & sequences, permanent & temporary sheet piling:

  • Niagara Falls Commission,” Widening of U.S. Approach spans of Rainbow Bridge”

As a Design Engineer, checked completely the composite structural design of widening of U. S Approach spans and analyzed the safety of existing columns and footings for the additional loads and different load combinations.   (Ending Dec. ’95).

  • NYS Thruway Authority, ” Replacement of Eastchester Creek Bridge, Bronx”

Designed all the substructures subjected to seismic loading according to Interim manual of AASHTO 1991. (Ending Dec.  ’91).

  • NYS Thruway Authority, “Seismic Analysis of Tappan Zee Bridge”

Developed stiffness matrix of overall pilecap during static and cyclic loading using GEOSOFT, PILECAP, PILEDG and FHWA/RD. (Ending Dec. ’95).

  • Conrail, NJ, “Diversion of Conrail Track, Jersey City”

As a Design Engineer, studied the demolition procedures, stages of demolition, construction sequences and procedures, estimates, construction planning etc. for many bridges in NY and NJ in bridge rehabilitation projects. (Sept. ’90 to Dec. ’90).

  • Rehabilitation of the double bascule bridge on I-495 over Elizabeth Estuary, VA
  • North Avenue bridge over an abandoned railway track, New Rochelle, NY

HYDRAULIC & HYDROLOGIC ANALYSIS

C.V. Associates NY; PE, LS, P.C. team represents an industry leader in condition survey and inspection of dams, bridges, culverts and drainage systems and hydrologic and hydraulic analysis and modeling. We have inspected more than 10,000 dam, bridge and culvert structures in the past 10 years in and around the New York area, including concrete and earthen dams. CV Associates is experienced in the preparation of Emergency Action Plans (EAP) for High and Intermediate hazard potential dams as well as, environmental, wetland, and historic preservation issues related to the repair, rehabilitation or permanent removal of dam structures.
